This form can be used to apply for approval of projects or activities under the Minnesota Wetland Conservation Act (WCA) and Section 404 of the Clean Water Act as administered by the St. Paul Corps District. Projects impacting DNR Protected Waters (most lakes, streams and large, deeper water wetlands of a certain size) must use the Minnesota DNR's Permitting and Reporting (MPARS) to apply for a DNR permit rather than this form.

The Performance Review and Assistance Program (PRAP) provides grants to local governments to improve efficiency and effectiveness in delivering and executing planned organizational goals and objectives. LGUs do not need to have bee the subject of a previous PRAP performance review to apply for these grants, but with limited funding, priority is given to recommended activities or strategies from a previous review.

The MWPCP has developed the following training videos related to wetland identification and Wetland Conservation Act regulatory administration. Viewing of these videos is not eligible for MWPCP continuing education credits because they do not provide verification of who viewed them. However, they provide useful information, particularly for individuals that are relatively new to WCA and wetland science.

The Disaster Recovery Assistance Program (DRAP) provides technical and financial assistance to LGUs in the event of a declared disaster and other extreme environmental impacts. Assistance focuses on installation or repair of erosion and sediment control and water quality and watershed protection projects.
Disasters and emergency legislative funding occur frequently and usually unpredictably. These characteristics require a standard operating procedure for BWSR staff and LGUs to follow to optimize efficiencies, responsiveness, and legislative appropriations. In the event of a disaster, the program policy will provide BWSR staff and LGUs the needed implementation information and related processes of BWSR and other state and federal assistance providers.
