BWSR is committed to ensuring public funds are used for their intended purposes. We actively implement compliance checks and assurance measures to prevent fraud, and every employee is expected to share this commitment.

What is fraud?

Fraud is the intentional or deliberate act to deprive another of property or money or to acquire property or money by deception or other unfair means. Fraud includes intentionally submitting false information to a federal, state, or local government entity for the purpose of obtaining greater compensation or benefit to which the person is legally entitled. See Minnesota Statute 13.357 for additional details.

Where should concerns about fraud or misuse of BWSR grant funds be submitted? 

Concerns regarding suspected fraud or misuse of BWSR grant funds should be sent to: BWSR.Grants@state.mn.us. These concerns will be investigated and addressed according to the current BWSR Grant Noncompliance Policy.

Per the Minnesota Office of Grants Management (OGM) Policy 08-05, the OGM is designated by statute as a central point of contact for questions or comments about suspected fraud or misuse of grant funds or programs, and violations of statewide grant policies. Depending on the specific nature of the inquiry, the OGM will determine the most appropriate course of action and follow-up. The OGM also responds to other public questions and concerns about state grants.
